During the last timed down of the third quarter, Team Red gains 10 yds and fumbles. An official inadvertantly blows his whistle while the ball is loose. What should the ruling be?

inadvertant or not the play is dead and the ball is dead. offence keeps the ball.

It's the Snakes in the Grass you need to watch out for.
The play is dead as soon as the whistle is blown. Since it was blown before the opposing team had a chance to recover the loose ball (fumble), then the ball remains with Team Red.
So, it's the start of the 4th quarter with Team Red in possession (provided of course that it wasn't 4th down and that Team Red did not need more than 10 yards for a 1st down).

Let me give it a shot. Red gets a choice. They can either take the ball at the spot possession was lost, i.e., the spot of the fumble and the down counts or they can replay the down. If if was 4th and 11, you can bet that they will replay the down. If it was 3rd and 9, they will take the play. In addition, the third quarter is extended for one untimed down. All of this, of course, after the coach from the defense is peeled off of the poor soul who blew the whistle if the defense wound up on the ball.
By the way Hawk, thanks for these posts. They can help fans understand some of the things that we as officials do on the field.

I concur as well.
