NFHS | Horse-collar Tackle To Be Penalized in High School Football

The change that will be most interesting to HS officials for 2009 is the requirement that all coaches be in the team box when the ball is about to become live, and during the ensuing play. This rule is supposed to reduce the chance of injury to coaches, officials, and chain crew members.

Keeping coaches in the team box will be almost as much fun as keeping them in the dugout.

I can't stand this rule. I understand the premise of it, but they'll call anything closely resembling a "horse collar" tackle. Thanks Roy Williams.

As an official. This, IMO, is the best new rule, from a rule change stand point.

From an enforcement stand point, that is a different story.
