HS FB Rules Changes For 2009

There are three major changes that fans will see called this season:
  1. The "horse collar" tackle is now illegal (15 yard penalty). Tacklers cannot grasp the inside of the uniform collar or shoulder pads from behind or from the side AND subsequently pull the runner to the ground. Please note that the foul does not occur until the runner hits the ground. If the tackler grabs but releases, or grabs the uniform below the collar, or grabs inside the collar but from the front, there is no foul.

    Also, if another tackler causes the runner to go down, there is no foul.

  2. In many (but not all) cases, a team which scores but is fouled on the play may choose to have that penalty enforced on the ensuing kickoff rather than the extra point try.

  3. There is now a 2-yard restricted area around the field. No coaches, players, attendants, or other personnel are allowed in that area when the ball is live. The first violation by a team is a warning, the second is a 5-yard penalty, the third is a 15-yard penalty, and the fourth is a 15-yard penalty plus disqualification of the head coach.
