Can a team lose yards on a play and get a first down?

The answer is yes and I saw it tonight.

Team A snaps the ball from their own 25. The QB fumbles the ball and B picks it up and starts to run with it at A's 24 yard line. B then fumbles on A's 22 yard line and the ball is then recovered by A at their own 22.

Overall a 3 yard loss from the previous spot. A still has the ball and it is now 1st and 10 from the 22.
