doubtful and the fact no one else picked up on it probably just means he's trying to get followers or attention or whatever. Until someone big makes a tweet take everything with a grain of salt.

I'm referring to Marshall Cherrington ‏@MCWayne22, the guy that said Foster's decision is "shocking".

He's clarified in some followup tweets:

at this point I'm cool with him going to Wash or San diego St. I'd actually be really entertained by it.

Washington refers to themselves as the "Dawgs" so I wonder if there is some confusion with UGA.

Would really be funny if Foster did end up at Washington or SDSU though.

I'm told word around Atlanta is he is Bama bound. Supposedly his decision was taped earlier in the day from an Atlanta studio and is beginning to leak. Will see soon.

The show is an hour long. Going to guess he doesn't announce until the end to cause more viewers to the show.
