Putin doesn't respect the US under Obama. He'll do what he pleases in that area of the world and he knows that Obama isn't man enough to stand up to him.
This is what happens when there is a weak POTUS in the White House.
Putin couldn't care less who is president concerning these events.

Pro-Russia separatists take armor, humiliating Ukraine forces

Separatists flew the Russian flag on armored vehicles taken from the Ukrainian army on Wednesday, humiliating a Kiev government operation to recapture eastern towns controlled by pro-Moscow partisans.Six armored personnel carriers were driven into the rebel-held town of Slaviansk to waves and shouts of "Russia! Russia!". It was not immediately clear whether they had been captured by rebels or handed over to them by Ukrainian deserters.
Another 15 armored troop carriers full of paratroops were surrounded and halted by a pro-Russian crowd at a town near an airbase. They were allowed to retreat only after the soldiers handed the firing pins from their rifles to a rebel commander.
Looks like the Ukrainian commanders have been studying under the French Army.

I don't think anyone is willing to fire. Attempts at shows of force are great bluffs, but when they are called it makes things worse for them than if they had not moved at all. If there had been some push back on the Russians when they took the government buildings this may had a better chance at working, but I doubt it.

Based on this quote from that site, I would say the reporting there is very suspect:

The site may have updated since you last checked. If this is indeed from the US Amb to Ukraine, that would seem to confirm it beyond a reasonable doubt.

Turnabout is fair play is an old American saying.

Compare how Putin brought about the secession and annexation of Crimea, without bloodshed but with popular approval, with how Sam Houston and friends brought about the secession of Texas from Mexico, and its annexation by the United States in 1845.

When the Mexicans tried to retrieve a disputed piece of their lost Texas territory, James K. Polk accused them of shedding American blood on American soil, had Congress declare war, sent Gen. Winfield Scott and a U.S. army to Mexico City, and annexed the entire northern half of Mexico, which is now the American Southwest and California.

Compared to the Jacksonian, James Polk, Vladimir Putin is Pierre Trudeau.

In the title of the old song, Johnny Cash got it right, "Don't take your guns to town," unless you're prepared to use them.

Undeniably, President Obama and John Kerry have egg all over their faces today, as they did in the Syrian "red line" episode.

Yet they continue to meddle where we do not belong, issue warnings and threats they have no power to enforce, and bluster and bluff about what they are going to do, when the American people are telling them, "This is not our quarrel."

in the late 1930s, Hitler directed the Sudeten German leader, Konrad Henlein, to agitate more and more, and make more and more outrageous demands on the Czechoslovaks. After giving in on a lot of the demands, eventually the Czechoslovaks drew a line and said no more concessions. And Hitler had his causus bellli.
Putin appears to be channeling his inner Austrian corporal.
