Going to add as an addendum that I checked some of the old stat sheets, and it confirms much of the above. In 1991, opposing punters averaged around 44 yards per punt against us. By 1993, they were averaging only 36 yards per punt. Pretty easy to see what they were doing.
Incidentally, Palmer's punt return average went down from around 16 yards per punt in 1991 to around 8 yards per punt return in 1992-1993. Just do the math on those two sets of numbers...
