The CDC numbers at present tell us that gay men make up 2% of the population and account for 61% of the HIV cases. The first number alone would tell you that the 3% would have to be low (since it's fair to assume there are equal numbers of gay men and women).
However, CDC does take lying into account and figures for that. Regarding that subject there's no real way to know the precise amount of lying (for obvious personal and professional reasons).
