The very strongest ever
estimated was 75mph (equivalent to a very, very weak tornado - EF0). But most
strong dust devils only reach about 45-60mph. Average dust devils, not even that much. I think the misnaming probably comes from the fact that tornadoes are fairly rare in Australia: about 16/year across the entire continent. Consequently, most Australians aren't familiar with just how strong a real tornado is. Most there think a tornado is just like a strong dust devil.
It's sort of like how many folks in parts of the US that don't experience hurricanes underestimate the true power of a hurricane. That's partly why Sandy (not a hurricane but
equivalent to a weak Category 1 hurricane at landfall) was called a "super-storm". There was nothing "super" about it. But for them, it was. But along the gulf coast, it would have almost been a non-event.
