I read today that the CEO of Scaled Composites (subsidiary of Northrup) said the new fuel had been "tested and proven on the ground many times". I'm not sure exactly what that means.

It means they splashed some on the ground and threw a lit match on it.
"Did it flame up?"
"Yep, sure did!"
"Good enough, then. Testing successful!!"
