Man, the First Sergeant did not think so.
He thought it was some Joe engaging in a weird form of vandalism. Once I convinced him it was probably an Afghan who was not aware that there was a lid (who wants to go groping around down there in the dark?), he got to experience the joys of "cross-cultural communication."
