I lived in Turkey and the middle east for nearly 3 years. Even the non-radical members of the population there consider actions and symbolism as being the "real truth." In other words, if you're not strong you are weak, there is no middle ground. And, you have to be strong to be respected. If you're not respected, you're dismissed as easily as a stray dog on the street. Make no mistake about it....American actions (or lack of action) in recent years has seriously eroded how we're viewed in that part of the world. Also, that part of the world is much, much older than America. As a result, they take a much longer view of world events. History has repeatedly shown no country stays at the top of its power forever. Every country peaks and declines in its strength and its ability to influence world events. They see America as having peaked and in the process of declining......On the other hand, Daesh does not think, "Man, those Americans are really nice to avoid killing out oil truck drivers." They see this as weakness.
On the other hand, the likely see the rubblling of Raqqa and think, "Man, we should not have screwed with that Russian airliner."
That is not the way Obama sees it (in fact, Obama probably sees that moral calculus as repugnant), but that is the way those in Raqqa see it

"We are looking into the circumstances of the crash of the Russian jet," Russia's Defense Ministry said. "The Ministry of Defense would like to stress that the plane was over the Syrian territory throughout the flight."
Russia said the Su-24 was downed by artillery fire, but Turkey claimed that its F-16s fired on the Russian plane after it ignored several warnings. The ministry said the pilots parachuted but added that Moscow had no further contact with them.

Downing an airplane with artillery fire is unlikely. Anti-Aircraft Artillery (AAA, lots of smaller bullets) is possible, but hitting a plane with field artillery (one big bullet) would be a great stroke of luck. The Russians are saying it is artillery. Not sure how they would know at this point. The first report is almost always wrong. F-16 shootdown is also possible, maybe more plausible. Where the plane when down will tell a lot.Its being reported now that 2 Turk F16's downed it.

Shooting paratroopers under canopy is legal, but shooting air crew abandoning a disabled plane is not.So the pilots parachuted out of the plane and Turkish forces (inside Syria, btw) are saying they shot the pilots dead as they were parachuting to the ground.
