I would respectively disagree with you on that. I think the ultimate goal is to make us all servant class to a handful of elites once again.
This is what a lot of people don't understand about the Democratic Party. The internal, core values and/or goals - really just one goal - of that party hasn't really changed in the past 150+ years. They may wrap it up with pretty words and claim to be helping - which they do believe they are doing and/or are going to do - but their true goal is to put everyone in their place, as they see it - especially those who are "unable" to rise above their station on their own.

Now, I'm not saying that everyone who votes Democratic or claims to be a member of the Party thinks this way but those in the "inner circle" of the Party - the ones who hold the purse strings, choose which candidates to endorse, decide upon the Party's "official" rhetoric, etc. - certainly do.

Most of the pro-slavery Democrats of the mid-1800s genuinely felt that they were trying to do what was best for African-Americans since they felt that it was impossible for them to truly adapt to and care for themselves in a "civilized" society. In their minds, black people left to their own devices would always devolve into mindless, violent brutes. Therefore, the institution of slavery was really "protecting" them from themselves. And they believed that devolution, that violent behavior, wasn't their fault because it wasn't a choice - it was just part of their nature; they were just born that way.

Fast forward to today and, while the rhetoric has changed, many of those thought processes are still alive and well in the Democratic Party. Welfare programs aren't designed to help recipients remove themselves from poverty but rather to simply make their poverty manageable while keeping them in it. There really aren't incentives for getting off of welfare nor deterrents for remaining on welfare but rather incentives to merely survive on it. We can't have neighborhoods that are "too black" because those neighborhoods will just devolve into mindless violence. Of course, you can't actually say that aloud because it isn't their fault - it's just a part of their nature and they were just born that way; talking about it would just be condemning them for the "way they were born". So, we have programs to "de-black" neighborhoods that are "too black" by transplanting households to "whiter" neighborhoods.

Of course, they'll never actually say that any "black" problems are "racial" problems - i.e. caused simply by being their race. On the other hand, they'll also never admit that many of those problems could simply be a direct result of living in poverty. (They conveniently ignore similar behavior among poor white folks, because it's obviously a choice for them since they're white.) They won't talk about - nor really allow others to talk about - the epidemic of fatherless households, even when members of the black community do so, because doing so would be condemning them for their "natural" behavior and be an attempt to "make them whiter" by pushing our "higher" values on them.

What they will talk about, when it comes to giving reasons for these problems, is:
- "society",
- "environment", and
- "disadvantages".

While most people might assume that they're referencing human society, an environment of poverty, and economic disadvantages what they really mean is:
- "black people naturally struggle in a white society",
- "a black environment is naturally poor and violent", and
- "we have to help black people escape their own, natural disadvantages".

They honestly believe that non-whites cannot - on their own - be as civilized as white people.



And the bottom line is that they honestly believe that they know better than any of your average citizens - especially those who aren't white - what is best for each and every citizen. And so, their ultimate goal is to amass enough power to ensure that they are able to make sure that each and every citizen knows their "proper" place and are able to receive the "proper" help the Democratic Party "knows" we each "need".

I would say both parties are fully involved in this endeavor. Remember the GOP and DNC have basically switched roles/voting blocks. The GOP used to be heavily favored in the North and the DNC was the party of choice in the South. There are puppet masters who control both parties and unfortunately, most people can't see the forest for the trees and get bogged down in petty disputes while the socialization and continued government/central control is slowly enforced. Kind of like a frog in a slow boiling pot of water.

That is the goal both parties share, they just have different ideas on how to achieve the common goal. The middle class is being squeezed from both sides and the way things are going we will end up with a ruling class and a bunch of peasants. History is repeating itself.
