IMO a lottery won't pass unless the proceeds go toward education. Helping the kids always tugs at the heart strings.

It is generally successful in raising significant revenue.
It is problematic for those with gambling addictions.
I would personally prefer some combination of sales and property taxes for revenue, combined with good discipline over spending. It is what is is, however. At least I won't pay it.
