I've never given this issue much thought and maybe playing devils advocate a bit but why is there an arbitrary demarcation after 12 years? Why 12 instead of 14, or more, and where should it end?
To answer your question. I'd say if a person is too dang dumb, etc. to get it in 12 years, then you don't deserve it. The opposite of this is free at last, free at last, thank God Almighty everything is FREE at last. I don't think MLK, Jr. would be for this kind of free at last.

NO! This does mean that you can however afford to be TAXED at a higher rate. So, send the US government a check for MORE money! That will cost you an extra 10% for even asking. I am assuming that your check is already in the mail.

Yah, no point in waiting to see how this might be funded before criticizing...

Tennessee Promise starts this year, guaranteeing every HS graduate the chance at two years at a community college or trade school, 100% funded by the interest from the profits from the lottery that have been set aside for education. It's literally zero tax dollars and offers every HS graduate that has ANY potential the ability to get a higher education and / or training. Cost neutral and improves the education / training of the people of the state? Yes, please!
For those of us who paid for their kids to go to college, refund please!:)

Why can't we have a national lottery to pay for this stuff. Could you imagine all the degenerates lining up to play the lottery, when it hits a billion? Could get a lot of our welfare and foodstamp money back.

This is already available through federal assistance. Cash benefits program money can be used for anything from liquor to lottery tickets to lap dances.

Please no. Just thinking about Mrs. Reb and her sister throwing money away on lottery tickets makes me more than a little ill.

A friend works at the Social Security Administration and one of the "customers' got some back-payments of "benefits" to the tune of $7,000. She went out and bought 7,000 lottery tickets (how does one even buy that many lottery tickets?). Lo, she did not win (although I'm certain she would have shared her winnings with the taxpayers had she won.)
Then she discovered that she did not have enough money left to pay her rent or buy food and needed more money.
