Crazy UFL Punt Rule

If a punt goes out of bounds (with no one touching the ball) between the 25 and the goal line, the returning team gets the ball on the 25.
The rules interpreter for the league says it is intended to encourage punt returns, but I think it does the exact opposite.
There is a video on Youtube but the voice over decided to add one objectional word, so I won't link it.

This only helps the Offense by keeping them from being pinned in by a Coffin Corner Punt.
