need help with a call from this past Friday night

Team A throws a pick near midfield. Team B runs it all the way back. Flags are on the ground near the goal line Team B crossed for the score. Team A gets 2 blocking in the back penalties (both refused). I completely do not understand this. How does the DEFENSE get any penalty with word "blocking" in it?

Normally we call defensive blocking in the back a personal foul. There is no real reason for the defense to hit the offense in the back unless it is malicious.
