If you want to be exact, it was the 1984 Crime Control Act that got seizures to the forefront. Although it was a bipartisan bill, I still hold Reagan responsible for it in the way that I hold Bush responsible for the Patriot Act - it was his pride and joy, so it is his legacy. In general, I liked Reagan. This was one of those areas where we disagree, though.IIRC(BIANS*), A lot of the asset seizure nonsense started out in the 80s, primarily by the IRS. The problem with court challenges such as that is you have to first get the government to agree that you have a case against the government. The practice mushroomed out of control during the war on drugs.
