I would say autocratic, vain, dishonest, evasive, deceptive, divisive, narcissistic, pompous, etc. but you asked for one word. I just can't use one word to describe this multifaceted person.

I agree with all descriptions so far.

How about psychopathic? It seems to encompass most of the words you used.
