Almost like the Pentagon spreads this sorta deal out over enough congressional districts to leverage politicians on budget decisions.Um, not insignificant to the thousands upon thousands who live here...

Hey, I'm with you! My statement is actually an indictment on their unwillingness to prepare themselves for just such a catastrophe. Easier to have other nice things when you spend next to nothing on defense. Free child care is a fantastic and useful thing to have - not much good during a missile barrage but it's nice the rest of the time.
