The Alabama law is actually part of the anti-loitering statute. The actions taken in this case were probably unconstitutional. I say "probably," because the SCOTUS cases on 1st amendment/right of anonymity are muddled and try to balance the rights of the state and the rights of the individual...

It has been abused in some cases in both directions. I think the more we do electronically, as in without human contact, the more we will lose the reality that there is a person involved.
