I think he just meant 7SU. If you're talking serious talent from the state of LA, Bama current has Hootie Jones (4* out of Monroe) and Shyheim Carter (4* out of Kentwood). I'm sure there are still tons of DBs out of LA killing it out there - so much talent down there.
