Domestic violence does cut both ways. Whoever struck someone should be arrested, especially if the woman strikes first. I'm in no way, shape or form in favor of a man ever striking a woman but women cannot be allowed to use that as a way to beat on a man and then claim domestic abuse.
Back to topic: UGA should have kicked him off as soon as they found out he admitted to hitting her (whenever that may have been).
