It does now, changed a year or so ago. Now even grabbing the jersey near the name plate is a horse collar.Amazing to me how coaches don't know the rules. Guy is giving the Line Judge the business about a horse collar. Grabbing the back of the jersey doesn't constitute a horse collar penalty
