Big 12 refs: No, the QB doesn't have to actually be out-of-bounds for us to flag you for a late-hit out-of-bounds if you hit him too hard while making the tackle...

Kansas isn't going to quit but it's starting to feel like the conference office made a call and the fix is in to "protect the conference."
