Use a wok or large skillet with lid. Bring water to boil then add beans, cover and cook 3-4 minutes.
While beans are cooking mix soy sauce, rice wine vinegar, sugar and red pepper flakes together. Set aside. Chop garlic and ginger. Set aside.
Drain all water (if there is any) from pan of beans and add the Sesame oil, garlic and ginger. Stir-fry 2 minutes or till beans begin to get some color.
Add sauce and continue to stir-fry another 2 minutes then serve.
