Well, yes, the little town of Cross Plains, Texas (metro population 892) is protected from me doing a couple of miles above the speed limit in the process of SLOWING DOWN. Obviously a short step from that to me, oh, dealing drugs, performing a mob hit, or raping both nuns in town.
