In most of the places in the world that I've traveled, signage is in the local language as well as English.

Businesses will cater to their customers. A Spanish-language television station might just want to target Spanish speakers.

I think what's got Franky's knickers in such a knot that he wants to go Charlie Manson on us is the fact that the billboard crosses out the "CA" and puts "Mexico" in its place. He's got a point, though he spoils it with his expressed desire to commit mass murder against people he doesn't like. Seig heil, Franky! Who else do you feel like shooting?
