You have probably never met anyone whose construction of Federal powers is stricter than mine, but I see no constitutional problem with this at all. The Constitution does not apply to foreigners and foreigners have absolutely no right to travel here (except maybe to Jon in Atlanta's house.)JMO, the Constitition isn't a death pact.
