These were defense provisions the Republicans originally wanted in the defense bill. It's a bargaining process. You have to give in on some things you don't want to get what you want. IOW, no compromise, ever...Thats a hard decision but sometimes enough is enough. Congress has to somehow learn NOT to add crap to needed bills. As long as they know they can get away with it they will continue to do it.
