Another peculiarity about the Russian neighbors. We went to their house for a neighborhood Summer cookout. His wife was doing the grilling. I asked him about how the man usually takes care of the cooking outdoors. He said, "In Russia, woman does all the cooking."

Reproduction is a primary economic driver. The shrinking population is a greater risk to their economy than anything else. But a shrinking population is inevitable at some point.

They have gotten worse.
Oil prices peaked in May of 2008. Since then, they have been declining.
The Russian government depends heavily on oil revenues, and expenses have grown (MOD modernization, foreign adventures like Donbas and Syria, and of course, keeping oligarchs happy). Modernizing the health care system (which is a shambles, especially outside Moscow and St. Pete) is not a priority.
