Why is the offensive player (RB, WR) never flagged when he lowers his head in an effort to pick up more yardage and makes contact with the defensive player's helmet? It's always the D that gets flagged.

Why can the offensive player spear defenders? I don't understand why it is illegal for one side and not the other. See J. Rogers of the Falcons today.
