Morality aside, just from a combat effectiveness perspective, I'd prefer to grab these bozos and interrogate them. Who knows what beans they might spill if properly motivated, both on the shipping end and the receiving end.

From the perspective of the Law of Armed Conflict, I think both the guy who gave the order and the guy who executed it are both in legal trouble, if this story is true. Given the source, I have my doubts.
The story was that an admiral, of all things, gave the order. We don't even do that to enemy combatants in a Congressionally-declared real war. Sometimes, we're not in a position to rescue, but, when possible, we've always rescued swimming survivors. (Couldn't rescue most Japanese. They'd rather commit suicide or die - Bushido.)

I draw the analogy between paratroopers versus airmen bailing out from a damage play.
It is legal to shoot paratroopers (soldier deploying to combat) but not airmen (they are hitting the silk because their craft is damaged beyind use).
These guys strike me as more analogous to the latter category, and are thus protected targets.

Just yesterday, Mad Bomber Peat pulled the old trick of congratulating a guy for murder so you can know that well, HE would never sanction such at the Dept of War...

The next question should have been, "Is pardoning a drug trafficker self-defense to protect Americans in vital United States interests?"

The right continues to praise these bombings while remaining silent on the disgusting pardon Trump issued.

I'm reminded of the scene from thre film Clear and Present Danger, when the bad guy printed out his "get out of jail free" memo and looks at Ryan and says, "Do you have one of these?"
