Keep in mind that WV needs this money more than most states, and he does not care. In this, he is a republican. Think of him as a republican here. In fact, he should be considered a republican in all things.

He is a conservative democrat. There is nothing wrong with that anymore than with a liberal democrat like Bernie. Both parties would be better if they were inclusive of their entire spectrum rather than catering to the extremes.
