I don't think there should be an age limit, but I do think there should be a provision about degree progress.

I think a good start is to require NIL contracts to be required regardless of what school the athlete is attending. "Fake" NIL will calm down after a few athletes transfer and the booster for a school is still on the hook for paying their NIL deal.
