In my opinion, the best Bond villain is a toss-up between Robert Davi (Sanchez in "Licence to Kill") and Lee's "Man With the Golden Gun." Davi was a much less versatile actor but put the fear of God in me in that mid-level Bond movie. Lee scared me nearly to death.
