Well Clinton certainly sent our troops into harm's way enough. Do you remember Haiti, Rwanda, Kosovo? Of course not. Those were justified under your guidelines how? Were they a threat? Did they harbor terrorist? Did they fund terrorist? Did they break the cease fire agreement from a previous war? No they didn't but Iraq sure did.
