I get what you are saying, but the consequence must fit the crime. "Sticks and Stones" kind of thing. Schools have policies in place that address this kind of thing. A kid calls you a mean name, you don't get to physically touch him. In my classroom, the student would have been escorted to the office and written up. Then I would file the paperwork to have him transferred to another comparable class.People. Can't. Totally. Disrespect. Others. Without. Consequences.
What part of that interaction looked like teacher/student? Kid was banking on fear of losing his job keeping that man from doing what he did. There is always a line and that kid crossed it. Could've been worse, could've been somewhere and someone that didn't get stopped.

In the real world, those may very well have been "fighting" words. Not in a high school classroom. Not for a teacher. Look at it another way: Is there any other profession where it is ok to assault a minor for being disrespectful? Can doctors do that? Accountants? The manager at Mickey D's?
