Why is it that if a state's population (or city's) is increasing, say like Florida in recent years, this is seen as a good sign and evidence of good things while if those adding to the population are immigrants then some seem to assume without evidence that the increase in population they bring is not evidence of good things and is suddenly an automatic burden on the community, without evidence to prove such?

It makes no logical sense and points to some unseemly underlying assumptions.
