Edit: NVM, I found the reason in the other thread -- because we are on probation.

every single coach does not vote
there are a certain number of coaches from each conference that votes.
there are some other prerequisites for voting , probation may be one of the reasons, but it is not the only reason, besides I did not think we were on probation any more
