Congress determines the spending and therefore you would have to say determines the deficit/surplus. First the alleged surplus of under President Clinton. Fudging the books and re-arranging expenditures is not a surplus. Also, Clinton claims it to be his doing the economy of his term. Again, congress has more to say about that than the prez does, therefore, the republican controlled congress must have had something to do about the economy and our surplus. Bush and the current budget.....one word, three letters...WAR. We lost a lot after 9/11; can't blame any president for that. Then we have had the war on terror that is taxing to our current budget. I guess to cut the deficit let's just bring em all home and let the terrorists of the world have Iraq and Afghanistan. Speaking of taxes, who here wants to pay more taxes? (serious question) Who absolutely sees it as their civic duty to pay more taxes so the likes of ANY politician can spend YOUR HARD EARNED MONEY. Kerry has already said he's going to repeal the "Bush tax cut". Plainly stated folks, he's going to raise your taxes because he knows better what to do with it than you do. Another serious question, who actually pays less in taxes now than before 9/11? ME!! and if honesty is present most of you will say the same thing... one month after election if Kerry wins, by February we will all be paying more taxes and our economy will suffer for it. Bush is the best MAN for the job.

Let me school you a little. Republicans were horrified with the deficits under Carter (as they should have been). The primary purpose of 'Reganomics' was to balance the budget. If you dont believe it, look it up for yourself. I lived through it. G H W Bush (the smart Bush) even called it Voodo Economics. After Regan became pres, his advisors 'cooked the books' to make it not look like the budget disaster that it was. His own budget director, David Stockman, blew the whistle and Reagan had him canned.
