I don't think it's necessary for the barn to be given a "death penalty". If their scholarships are reduced by 10 per year for 5 years, are prevented from competing in post-season play AND no TV exposure for the same time frame, that would be just as bad. The reason is that many kids will opt to go elsewhere, knowing that they have no chance for "national exposure" at the barn. I can't think of a single player who would want to attend a school where he has zero chance of being seen by any pro scouts. Now you might have the occasional student who just wants to see his name on a Sociology Degree.
But I also agree that a thorough house-cleaning is in order, and that's from the top down. Therein lies the kick, though. If they rid the school of the present BOT, you might as well close the doors of the whole school. It's doubtful that this is restricted to the football program. Who knows how far, or how many other athletics programs are involved? How is the NCAA to know that participants in their other sports programs aren't also provided with "special benefits"? (How many years in a row have they had championship swimming teams??) Without those stalwarts, the only income is from the tuition of those students not involved with the athletics programs.
Is the tuition from those alone enough to pay all the faculty and staff? I doubt it.
