This is somewhat similar to the Jean Claude Oh Damn movie "Hard Target," where people pay to hunt humans. They give a person a huge amount of money strapped to them and if they make it over the river alive, they're rich. But, of course, the game is rigged so there's always a backup there to kill the fugitive at the last second if necessary. They focus on guys like homeless Vietnam vets (you know, people who "won't be missed" if they disappear?) for the challenge.

Sorta like "The Man With The Golden Gun" meets "Forrest Gump".
