They're not applying 1.2 million pounds of pressure, but I'll let that slide. If they're using PT cables before doing cover plates, that makes me wonder if they're trying to close the gap. Maybe it just means they're using PT cables to take the tension that the girder is "supposed" to be taking. They could be using those cables to temporality take this fake tension that's no longer present, remove the bad section, rehab/coverplate, then remove the cables. Interesting.
Also, I bet that failed chunk of steel goes to a lab and has all of the stuff done to it.
