New NCAA Football Rules

I have a few questions.

Is this rule (3-3-3-f-4) now saying that a referee may not stop a play before the snap of the ball because the team can't hear the signal being called? It seems that it is, but that's not exactly what is being stated. Also, I do agree that it is uneforceable because normally the crowd just gets louder. However, I do question if that is what this rule refers to.

Rule 3-3-3-f-4, Referee’s Discretionary Timeout
Change: To delete the rule relating to excessive crowd noise.
Rationale: This rule is rarely used in the game currently, as most teams use hand signals to communicate. Additionally, this rule is largely unenforceable.

I thought that #7 under challenges to calls said you got one challenge per half, not per game. Can anyone clarify this?

7. Each head coach shall be permitted one challenge per game.
 
On the rule change with the clock starting at the kick on kickoffs.... I am surprised there is not an exception to this in the last 2 minutes... for example if you score with 4 sec left, I would just kick the ball out of bound and the game is over.
 
If you kick the ball out of bounds, a penalty will be accessed. The game will not end on a penalty. They will get the ball at the 35 yard line for one play. You can squib it though.
