I thought this was interesting.
Airline seats two levels.

I have always thought that an airliners has a lot of wasted space overhead, even with the overhead storage bins.
While space between my knees and the back of the seat in front of me is at a premium, there is a ton of wasted cubic footage over everbody's head.
This seat arrangement gives passengers more space and is probably more effecient for the airlines.

I like it. I usually pay more for Delta Comfort to get the extra 6 inches of space.

Edit: Then again I would prefer to be i. the higher seat because the lower seat is too close to the backside of the person in front of you

Not so sure they thought this all the way through. Federal regulations (CFR title 14 part 25.561) require that airline seats conform to the following:

Seats and items of mass (and their supporting structure) must not deform under any loads up to those specified in paragraph (b)(3) of this section in any manner that would impede subsequent rapid evacuation of occupants.

(paragraph (b) (3) reads:
The occupant experiences the following ultimate inertia forces acting separately relative to the surrounding structure:

(i) Upward, 3.0g

(ii) Forward, 9.0g

(iii) Sideward, 3.0g on the airframe; and 4.0g on the seats and their attachments.

(iv) Downward, 6.0g

(v) Rearward, 1.5g
The seat raised above the floor wound require heavier frames to withstand these loads.

And on a more practical level, what if the person seated in front and above you ate a BIG burrito just before boarding??

Couldn’t do it. Already afraid of flying. I’m also mildly claustrophobic, so while I could get in the lower seat, within a few minutes I’d be having a come apart.
