? PI is never a spot foul in college, as far as I am aware. It's half the distance down by the goal line.

I think it has something to do with where the foul occurred. If it's within 15 yards of the LOS, it's a spot foul. Any deeper than 15 yards, and it's a 15 yard penalty. Always an automatic first down, though.
