To answer the question, I would say the population is decreasing due to so many people dying.

Years ago, I was driving down to a conference in Birmingham with three other tax lawyers. The driver had a heavy investment in a chain of funeral homes. One of the others asked how they were doing. He answered "People just aren't dying like they used to." After a pause, I said "Jack, last I looked, it was pretty much one per person." Of course, I knew what he meant...

So what does he think needs to be done?
Well, he's passed on so I can't ask. He was just decrying the regression of the local culture, and the rise of drug use and the violence that tends to follow it. I guess he did what he thought needed to be done: he moved. He still loved his home town, but he did not feel safe living there anymore.

There most likely isn't one cause here. But, its part of a greater shift in Maryland over the last decade or 2. Baltimore used to be the power hub of Maryland politics but there has been a shift as the Baltimore population has dropped and the Montgomery and PG Counties have grown (DC suburbs). There has been a pretty dramatic shift in power. It will actually be pretty interesting to see how the Gubernatorial election goes specifically the Democratic Primary.

Baltimore is a weird city and most people in Maryland have a relatively negative view of it for a variety of reasons. Huge chunks of the city are really run down and unsafe. The entire surrounding area of the Ravens stadium is reallllly impoverished and you don't feel safe driving through it. Their cops are known for being jerks and abusive (I'm sure you can find the old video of the Cop breaking a kids skateboard from years ago). And then there are sections of the city that have and are being gentrified. There are some great new restaurants and bars in the city.

I’ve only been there once. Visited a church member @ John’s Hopkins. GPS took me down i70 which dead ended in West Baltimore. I don’t get nervous much but was when I drove through there. I’m sure there are nicer parts of the city. I could see why people have moved out of the city.

Baltimore teen accused of fatally stabbing bicyclist on his way home from work arrested again

Three months after Prince Greene was released from juvenile detention for a deadly stabbing in Waverly, the Baltimore teenager has been charged as an adult with another violent crime.

Greene was 15 when he was accused of stabbing Robert Ponsi to death in January 2016. The 29-year-old waiter had been attacked while bicycling home from work.

Greene was initially charged as an adult in Ponsi’s death, but his case was moved to juvenile court.

Ponsi’s mother, Dawn Ponsi, said she’s outraged by a juvenile justice system that returned the teen to the streets so soon.

Police say about six teenage boys beat a man last Wednesday afternoon at the Mondawmin Metro station in West Baltimore. The boys fled onto a Metro train. Officers tracked them on surveillance cameras and arrested them at the station on Cold Spring Lane.

Police say one of the boys, Prince Greene, ditched a black backpack on the train. Officers found a loaded handgun inside the backpack.
