You are correct. If the runner's knee is down at the point of the graphic and he hasn't touched the pylon or anywhere else in the end zone, he doesn't get the goal line extended. The ball would be spotted at the foremost point of the ball when it crossed the sideline plane. Since the ball is already beyond that in this graphic it would be somewhere behind this spot. One thing I've always wondered on a play like this is what if he was running along the sideline so tight with the ball in his left hand and technically crossed the planed back at the 10 yard line, would we really go back that far? I don't think so as that is not the intent of the rule. I believe that part of the rule would be to put the ball at the 2 if the runner dove at the 3 and landed beyond the goal line extended OOB but crossed the sideline around the 2. On a dive like this I don't see many scenarios where the ball would be spotted anywhere outside the 2.

This rule did change several years ago. Previously it was a lot more complex. It was treated differently if the runner dove on their own or were hit and went airborne or were a striding runner. They took out all those differences and basically said, "if you want the goal line extended you need to touch something in the end zone." The pylon is considered OOB in the end zone so that's good enough.

Why is there a clemson ball boy on the KY sideline?

There are balls from both teams on both sidelines. In most games the home team provides the ball boys for both sides, but some schools do have their own personnel handle their footballs on both sides. I'm guessing that's what they are doing here. Coaches are paranoid having someone else handling their footballs at times.
 
Back when players stayed and played in bowl games you might be able to make comparisons. Now days with players opting out or going into the portal you really can’t make sense of anything with these bowl games.
I agree with that, but even if this were a regular season game, there really isn't much to brag about with respect to conference superiority when one of your conference's top teams beats a team in the bottom half of the other conference. It being a non-playoff bowl game detracts even more meaning.

The bowls seem like spring games now except against different teams. Like when I was in high school.

True. It’s very common to hear coaches talk about “seeing what a player can do” who hasn’t played much in the regular season.

I really think there should be a committee to decide lower bowl invites regardless of conference affiliation. I know it’s not going to happen (to many money ties).
