The problem I have with this statement is there are cases of this in warm places. There are 6 confirmed cases in Hawaii.

I wasn't clear. Closing down restaurants, etc., is an act of martial law. It doesn't have to be declared as such. It wasn't declared as such by the Georgia governor for the 2000 National Guard, and they weren't federalized. That's an exception to the Posse Comitatus Act. "Martial" just refers to the closure being backed up by troops, if necessary...I had the understanding that in a public health emergency extreme measures could be taken including limiting social gatherings.

The warmer weather by itself isn't making a difference now, and that won't change when it gets warmer in the US.the disease itself is doing fine in Australia and now popping up all over Latin America where it is the tail end of summer for those who don't recall their 6th grade science course (I know you do) Singapore, 90 miles from the equator is doing a great job containing it but benevolent dictatorships have the power to do that. It has little to do with the heat as near as anyone can tell

This is being spread largely by people in their 20's in western countries. They feel immortal and just keep living their lives as if this is not happening. That is why countries are being forced to shut down bars and restaurants.
